The change-over switch after the input always sends a TRUE or FALSE alternately after each "telegram" (regardless of the telegram value).
Via the two binary filters, the telegram is always forwarded to only one output.
The two outputs always send a TRUE in alternation.

The inverter before "Output B" inverts the FALSE to a TRUE so that a TRUE is present at the output.
